　　In view of the seriousness of the problem, effective measures must be taken before things get worse. For one thing, it is essential that laws and regulations be worked out and enforced（制定和執(zhí)行） impose a heavy penalty on those who waste or contaminate waster deliberately . Secondly, a large-scale education campaign should be launched to inform the public of the significance of economizing on （節(jié)約）water.
