　　不要盲目地提前開始開設(shè)英語課程

　　在許多人看來，英語學(xué)習(xí)似乎越早越好，他們的理論依據(jù)就是所謂的“語言學(xué)習(xí)的關(guān)鍵期”假說。

　　1967年，Lenneberg通過對兒童語言障礙的研究提出在語言學(xué)習(xí)的過程當中存在著一段時間（大約10歲前），在該段時間內(nèi)，語言的習(xí)得最為容易，而超

　　過這段時間，語言的習(xí)得能力就會受到限制。在此之后幾十年的時間里，人們針對這一假說進行了大量的研究，支持者與反對者都不乏其人，時至今日也尚無定論。因此，“語言學(xué)習(xí)的關(guān)鍵期”理論仍然還是一個未經(jīng)驗證的假設(shè)，而且，這一關(guān)鍵期主要是指母語的習(xí)得而言，用在外語學(xué)習(xí)上未必合適。

　　許多人認為兒童要比青少年或成年人具有更多的學(xué)習(xí)外語的優(yōu)勢。早在10年前，我國著名的英語教育專家桂詩春教授就明確指出這種看法是不能成立的。兒童具有模仿力強、聽覺敏銳、心理障礙較少的特點，這是青少年和成人所不能比的，但是不能因此而過分地夸大兒童在外語學(xué)習(xí)方面的優(yōu)勢。與兒童相比，青少年的智力較發(fā)達、記憶力較強，而成年人具有較強的學(xué)習(xí)動機和學(xué)習(xí)持久性、較高的語言規(guī)則歸納能力，這都是外語學(xué)習(xí)所必需，也是兒童所不及的。大量的研究表明，除了語音之外，兒童在外語學(xué)習(xí)方面與青少年和成人相比，并無任何優(yōu)勢可言。

　　有的學(xué)校提前開設(shè)英語是因為不得已而為之。原因在于許多家長給孩子選擇學(xué)校的條件之一就是看這所學(xué)校是否從一年級就開設(shè)英語。這與媒體上面一些不適當?shù)男麄饔泻艽蟮年P(guān)系。對于望子成龍的家長來說這是可以理解的，但是作為一名教育工作者，我們應(yīng)該從兒童的.長遠發(fā)展考慮，要遵循教育規(guī)律，應(yīng)保持清醒的頭腦，不能人云亦云，陷入盲目性�！队⒄Z課程標準（實驗稿）》在對國內(nèi)外外語教學(xué)現(xiàn)狀的充分考察、對少年兒童心理特點和外語學(xué)習(xí)規(guī)律認真研究的基礎(chǔ)上確定從三年級開始設(shè)英語課，不是隨便規(guī)定的。我們可以在很小的范圍內(nèi)進行一些提前開設(shè)英語課的實驗，但是絕不能不顧外語教學(xué)的規(guī)律，盲目地一哄而上。

　　不能降低小學(xué)英語師資的標準

　　小學(xué)英語處在英語學(xué)習(xí)的初級階段，一旦學(xué)生學(xué)習(xí)失敗，將會影響到學(xué)生今后一生的英語學(xué)習(xí)。因此，合格的師資對于小學(xué)英語教學(xué)尤為重要。從目前的實際情況來看，我國小學(xué)英語師資還存在很大的缺口。

　　令人擔(dān)心的是，為了彌補小學(xué)英語師資的不足，某些地方的教育主管部門會從目前正在從事其他課程教學(xué)的教師中抽出一部分教師來改行教英語。這些教師的絕大多數(shù)都不具備小學(xué)英語師資的基本條件，如果不經(jīng)過必要的培訓(xùn)就匆忙上陣，教學(xué)效果令人擔(dān)憂。因此，我們主張在小學(xué)英語師資的配備上應(yīng)該遵循寧缺勿濫的原則，在師資培訓(xùn)方面多下功夫，切實保證小學(xué)英語師資的質(zhì)量，從而從根本上保證小學(xué)英語教學(xué)的質(zhì)量。

　　重視英語教學(xué)，但不要忽視漢語和中國文化教育

　　中國人從來沒有像今天這樣重視英語的學(xué)習(xí)，這無疑是一件好事情，但是這樣的環(huán)境很容易給人，尤其是小學(xué)生（包括許多家長在內(nèi)），造成一種錯覺，認為英語比漢語還重要，從而忽視漢語的學(xué)習(xí)。小學(xué)生的漢語水平也處在一個發(fā)展的過程之中，如何處理好英語與漢語之間的關(guān)系是小學(xué)英語教學(xué)需要認真考慮的問題。

　　在學(xué)生學(xué)習(xí)英語的過程當中勢必要接觸英語國家的文化。但是，我們在重視外國文化的同時，卻很容易忽視中國文化。在我國目前廣泛使用的各種英語教材中，與中國文化相關(guān)的課文內(nèi)容微乎其微。由此而產(chǎn)生的后果是顯而易見的，對于中國的英語學(xué)習(xí)者來說，英語學(xué)習(xí)的重要目的之一是使用英語傳播中華民族的優(yōu)秀文化，而許多的英語學(xué)習(xí)者在通過了四級、六級考試甚至英語專業(yè)畢業(yè)之后，都不知道“孔子”在英語中應(yīng)該怎么說，《紅樓夢》、《水滸傳》、《三國演義》、《聊齋志異》等中國古典文學(xué)名著在英語中該怎樣翻譯。小學(xué)生的價值觀與道德觀都處在形成的過程之中，他們思想活躍，易于接受新鮮事物，但是又缺乏一定的鑒別能力，在學(xué)習(xí)異國文化的過程當中，如果不善加引導(dǎo)，他們很容易盲目地接受西方文化中的價值觀、道德觀和行為規(guī)范，很容易忘記甚至疏遠自己民族的文化傳統(tǒng)。

　　已故著名英語教育家許國璋教授曾指出“小學(xué)生專注外語，通盤的文化基礎(chǔ)自然削弱�！痹谀壳暗那闆r下，這一擔(dān)心仍然值得我們關(guān)注。我國許多老一輩的專家學(xué)者的成功除了得益于較高的外語水平之外，更主要的是在于他們對于中國文化的深刻把握與理解，像錢鐘書、季羨林、許國璋等等，莫不如此。

　　不要過分強調(diào)跳跳唱唱的作用

　　小學(xué)英語教學(xué)要充分考慮兒童的心理特點，培養(yǎng)學(xué)生學(xué)習(xí)英語的興趣，使學(xué)生能夠在輕松活潑的氣氛中學(xué)到英語。因此，小學(xué)英語教師創(chuàng)造了豐富多彩、形式多樣的教學(xué)活動，例如唱英語歌曲、學(xué)英語兒歌、跳舞等，這些都起到了很好的教學(xué)效果。

　　但是，英語教學(xué)的目的在于提高學(xué)生綜合運用英語的能力，跳跳唱唱只是手段，而不是目的。不能在英語教學(xué)中為了唱歌而學(xué)唱歌，為了表演而學(xué)表演。我們已經(jīng)注意到，在一些小學(xué)英語教學(xué)中，一些教師過分的強調(diào)了跳跳唱唱的作用，把唱歌跳舞當成了主要的英語教學(xué)活動，學(xué)生在課堂上學(xué)的是英語歌曲，課后的作業(yè)也是歌曲。這樣不符合兒童的心理特點，也不符合英語學(xué)習(xí)的規(guī)律。因此，一名好的英語教師應(yīng)該從學(xué)生的實際情況和提高學(xué)生綜合運用英語能力的目標出發(fā)，而不是千篇一律地照搬照抄。英語教學(xué)應(yīng)該注意實效，不要過多地搞一些形式化的東西。

　　英語學(xué)習(xí)是一個漫長的過程，其中需要學(xué)習(xí)者付出艱辛的努力。在小學(xué)英語教學(xué)中，在確保教學(xué)生動有趣的同時，還應(yīng)注意對學(xué)生正確的學(xué)習(xí)態(tài)度以及學(xué)習(xí)毅力的培養(yǎng)，要把生動有趣的教學(xué)活動與一些機械的記憶以及聽、說、讀、寫訓(xùn)練有機地結(jié)合起來。我們既要防止不顧兒童的心理特點，機械地套用成人的英語教學(xué)方法，只注重教師的講解，而不注意學(xué)生的積極參與，使學(xué)生失去學(xué)習(xí)英語的興趣；又要防止過分強調(diào)學(xué)生興趣的培養(yǎng)，不注意對學(xué)生進行學(xué)習(xí)意志與毅力的鍛煉與培養(yǎng)，使英語教學(xué)流于形式，從而導(dǎo)致“英語課堂熱熱鬧鬧，學(xué)生英語水平提高了了”的狀況。

　　As a result, intellectual property rights are severely infringed upon. Honest producers will lose the motivation to develop new products. Meanwhile, pirated products are often of low quality, thus damaging the interest of buyers.

　　In view of the seriousness of the problem, it is essential that laws and regulations be formulated and enforced to ban the manufacture and circulation of pirated products.
